Foreign Vessel Crew Immigration in Batam: Decoding the Dahsuskim/Dahsuslo Clearance Process for On-Signers and Off-Signers
Navigating foreign crew immigration procedures in Batam requires a clear understanding of the specialized Dahsuskim and Dahsuslo clearance frameworks for both on-signers and off-signers. Streamlining seafarer passport endorsements and shore pass approvals upon arrival at batam port prevents costly transit delays and immigration fines. Working with an experienced ship agency ensures fast visa processing, compliant crew transport logistics, and seamless sign-on or sign-off operations across all local terminals.
Understanding Dahsuskim and Dahsuslo
Dahsuskim (Kemudahan Khusus Keimigrasian) is a special immigration facility for eligible foreign captains, crew members, and maritime personnel working on vessels or floating facilities in Indonesian waters. Dahsuslo is a term used in some maritime agency operations for customs-related arrangements involving foreign vessels. Its precise administrative scope should be confirmed with the relevant customs authority.
| Procedure | Purpose |
| Dahsuskim | Special immigration arrangements for eligible foreign maritime personnel |
| Dahsuslo | Customs-related vessel arrangements, where applicable |
| C13 Visa | Entry permission for eligible foreign crew joining a vessel |
| Shore Pass | Temporary permission for crew to go ashore |
| Exit Permit Only (EPO) | Termination and exit arrangements for certain stay permits |
Dahsuskim and EPO are not applicable to every crew change. The procedures depend on the vessel’s operations and the crew member’s immigration status.
Document Checklist for On-Signers and Off-Signers
The Master, manning agency, and appointed ship agent should verify the following documents before the scheduled crew movement.
| Document | On-Signers | Off-Signers |
| Valid Passport and Seaman’s Book | Yes | Yes |
| Updated Crew List | Yes | Yes |
| Recent Photograph | Yes | If requested |
| Joining or Sign-Off Letter | Joining letter | Sign-off confirmation |
| Flight Itinerary | Arrival details | Departure details |
| C13 Visa | Where applicable | Not for sign-off |
| Letter of Guarantee / Sponsorship | Where applicable | If requested |
| Dahsuskim Documents | If applicable | If applicable |
| Exit Permit Only (EPO) | No | If applicable |
Personal details must remain consistent across passports, visa applications, crew lists, and supporting documents. Additional documentation may apply depending on nationality and vessel operations.
C13 Visa and Visa on Arrival for Joining Crew
The C13 visa is intended for eligible foreign nationals joining a vessel or other conveyance in Indonesia.
| Item | C13 Visa Details |
| Entry | Single entry |
| Initial Stay | Up to 60 days |
| Extension | Subject to eligibility, up to 180 days |
| Visa Usage Period | Generally 90 days from issuance |
| Application | Indonesian e-Visa system through an eligible sponsor |
| Processing Time | Published standard of five working days after payment |
Visa fees, validity, and processing conditions should be verified before application.
Can joining crew use Visa on Arrival?
Visa on Arrival (VoA) should not be considered a standard alternative to the C13 visa. The appropriate immigration permission depends on the seafarer’s nationality, intended activity, and vessel’s operational status. Any alternative entry arrangement should be confirmed with the relevant immigration authority before travel.
Shore Pass and Biometric Procedures
A shore pass permits eligible foreign crew members to go ashore temporarily during a vessel’s port stay, subject to immigration approval. Its validity depends on the permission issued and applicable local conditions. A shore pass is separate from crew sign-off clearance and does not independently authorize employment ashore.
Indonesian immigration procedures also involve biometric identity verification, including photographs and fingerprints where applicable. In 2025, additional in-person procedures were introduced for certain stay permit extensions, including photographs and interviews at an immigration office. These changes do not establish a separate biometric appointment for every crew change. For Dahsuskim applications or extensions, the appointed agent should confirm whether personal attendance is necessary.
Step-by-Step Crew Immigration Clearance in Batam
Step 1: Confirm the crew change schedule
Provide the appointed agent with the vessel’s ETA, operating location, crew nationalities, and planned sign-on or sign-off dates.
Step 2: Verify crew documentation
Check passports, seaman’s books, crew lists, photographs, and supporting letters for accuracy and consistency.
Step 3: Arrange visas and applicable permits
Submit C13 applications for eligible on-signers before travel. Where applicable, coordinate Dahsuskim documentation, PKKA information, and EPO procedures for off-signers.
Step 4: Complete vessel arrival formalities
Complete the applicable inward clearance and health formalities before crew transfers, in accordance with authority instructions.
Step 5: Coordinate crew movements
On-signers complete entry immigration procedures before transferring to the vessel. Off-signers complete the applicable sign-off and immigration formalities before proceeding to their departure arrangements. For vessels at anchorage, launch boat availability, weather conditions, and port access must also be considered.
Step 6: Finalize crew records
Update the crew list and provide the relevant clearance documentation to the Master and ship manager.
While managing immigration compliance and Dahsuskim documentation forms the legal core of seafarer rotations, executing a seamless crew transfer also requires synchronizing shore transport, launch dispatches, and flight schedules. Aligning your immigration timeline with local port logistics prevents costly standby fees and ensures on-signers board without delay.
